Jeff graduated with a BS degree in Civil Engineering in 1994 from the Missouri University of Science and Technology, Rolla, Missouri. He has over 25 years of experience as an engineer in a variety of both municipal and private projects. Jeff has specialized in Municipal Engineering with Emphasis on Wastewater Treatment and Collection Design; Drinking Water Treatment, Distribution and Storage Design; Electrical System Distribution, Controls and Instrumentation Design; Stormwater Management and Design; and Transportation System (Including Streets, Bridges, and Pedestrian Improvements) Planning, Development and Design. Jeff is registered as a Professional Engineer in the States of Missouri, Arkansas, Kansas, Oklahoma and Tennessee.
Archer-Elgin has operated an office in the Phelps County area since 1994. Jeff started working in the Rolla and St. Charles offices of E.T. Archer as Senior Project Manager/Associate. In 2003 he was given the opportunity to purchase the company and CM Archer Group, P.C. was formed. In July 0f 2011, the firm acquired the assets of Elgin Surveying & Engineering, Inc., which brings project experience dating back to 1962. With this merger, two quality firms merged the experience and expertise of professional staff, resulting in over 35 years combined experience in engineering design.
Jeff realizes that there is more to offer our municipal clients than traditional design services. A consulting engineer should be in active partnership with the City, identifying needs, discovering alternatives, integrating multiple disciplines, and in all instances, thinking ahead about how our engineering solutions affect other decisions the City must make. He has made Archer-Elgin’s approach to not just simply design the lowest construction cost solution, but also to incorporate life cycle costs as an underlying philosophical principle—the same evaluation procedure the owner must make before deciding whether to proceed with a project.

Jeff has spent his entire life in this area, he was born and raised on a farm in Cuba, Missouri. Jeff is married to Amy who is holds a PharmD degree. They have two children, Jack and Giorgia. Jeff and his entire family is involved in diversity in the horse industry. They have been involved in Western Pleasure, Reining, and English Riding. Both Jack and Giorgia has won the top prize in the AQHYA World Shows and Jack was a member of Team USA Youth World Cup in 2014 when the USA took top honors.
